Economy-wise, Oursulaert is close and a pretty good trade hub, in my experience. Cheaper than Jita to buy, but nowhere near as crowded and while you probably won't get masses of the specialist items there I would think that the majority of the Uni's members would be able to get what they need. I also suspect we'll influence the economy heavilly wherever we go.
Arnon, as you mention, is likely to be flagging on kills because of all the SOE arc missions. I personally lost half a dozen ships trying to crack some missions located in that sector - there are also duellers and can-trick ambushers lurking outside that station preying on newbies, which isn't really a security threat in itself. It's becoming something of a hub in its own right as a result, too.
For the idea as a whole, I don't believe that relocating in itself will ease our wardecs. People wardec the Uni because, hey, they want to wardec Eve Uni and anywhere safe we can set up will still largely see these sort of decs. However, I do believe that our current location doesn't actually help our war situation in that it makes our life harder and the enemy's easier, so if there's a net gain for moving somewhere somewhat more out-of-the-way I think there's a good argument for doing so.
The EVE University presence in this system would have the net effect of displacing pirate activity, thus making it a safer place to do the Story Arc. In turn, we would enjoy a larger base of newer players coming for this missions, and staying for the UNI.
Incidentally, as a history lesson, was Siki originally chosen as a location based on accessibility and access to losec, for other reasons, or nothing in particular?
