The proper and required methods for forming fleets during war time

Forming a fleet should be done in the approved manner. This means the FC calling for and inviting a wing commander, then squad commanders with a wing set aside for scouts. Posting an advert in the Fleet Finder menu, or fleet invites into alliance or corp chats for self invites is not approved for Uni combat operations.

All invites to fleet should come from one of the three command levels, FC, WC, or SC.

Details on how to form fleets are here. However, some additional information is needed.

Once the fleet is formed in game, the FC should ensure they are set up via command channel in a room they create or are planning to use.

Then the FC needs to inform the Intel department via Mumble command channel (broadcasting to all channel commanders) that he or she has formed a fleet in (System name here) with a likely destination of (system name here). Intel -requests- should be made via command channel and addressed to Intel.

Example:

• "Command, Intel, this is FC (Your name here), we are in Aldrat and heading up to Resbroko. Can I get a report on any war targets that are online and if they're in the area?"
• "Command, Intel, we've found no war targets, can you direct us to an area where any online war targets currently are?"

Intel will then give you what information they have along with periodic updates. They may also give advice or suggestions to the FC about possible tactics if they are able to. Intel will deploy and manage their own scouts. FCs may request Intel updates and ask for scout reports, but may not order the Intel department to do things. Intel will give what information they can, and if possible, adjust scouting to assist fleets as Intel sees fit. Intel may also give tactical advice and suggestions, but the FC remains in full command of his or her fleet.

Fleet Commanders

1. Form the fleet in the approved manner, by inviting scouts, WCs, and SCs. Then have your squad commanders invite fleet members.
2. Self-Invite fleets and adverts on the Fleet Finder are not permitted during war time.
3. After fleet is formed, FC will contact Intel on Mumble Command Channel to inform them of fleet and get intel updates.
4. Anyone not part of the fleet in the Mumble room will be removed, unless they are a Director or ILN ranked Captain or higher.
5. Requests to Intel are just that, requests. Intel will do what they can, but they are NOT under direct orders of the FC
6. The FC is responsible for the Fleet and for contacting Intel via Mumble. This is the method by which they can acquire Intel updates. Ingame channels will not be used for this.

Intel

1. Intel will provide what updates they can via Mumble to any Ivy Fleet FC while they are leading a fleet.
2. Intel will adjust scout cover if possible to assist fleets if requested.
3. Intel can and should provide tactical advice to FCs via the Command channel on Mumble.
4. Intel coordinators can institute a lockdown. This can be overruled by a Director if need be.
5. Intel will provide updates on WTs via the approved methods to the Ivy League when possible.
6. Intel's chain of command is as follows: Kelduum Revaan - Silentbrick - Director of PR - Intel internal command structure.
7. FCs are not in the direct chain of command of Intel. FCs can politely request intel updates via Mumble and Intel will politely respond to them as best they can, within their specified duties. If any problems occur, they should be PMed to Silentbrick and Kyrlin DiShai.

Directors

1. Directors can request Intel updates via the approved methods. (If you are unsure of this, contact Silentbrick or Kelduum Revaan)
2. Intel channels are for Intel to do their jobs, not for Directors. We have our own channels to Intel.
3. Directors can override an Intel Lockdown, but only for good reason and that should be sent to Director of PR and Silent as to why it was done. Lifting a lockdown once danger has passed is considered good reason.
4. Intel is not a private Director Resource and only three Directors are in direct chain of command of Intel.
5. Intel will be polite to Directors and Directors will be polite to Intel. Director of PR and Silent will handle any issues.
6. Lockdowns do not apply to Directors, who are supposed to know how to keep safe and may move at their own assessment of risk.

Any and all concerns should be directed in private to Silentbrick and Director of PR.
