Class Contents
Introduction
Welcome to this class on Introduction to War!
This class is designed for everyone in the UNI: from new students who don't know this stuff, to experienced graduates that may have forgotten half of it.
Over the 60-90 minutes or so, we shall cover:
- What war means
- Your options during wartime
- The wartime checklist
- The Wartime Standard Operating Procedures
- Reiterating your Wartime options
(Instructor should then introduce himself or herself - covering relevant experience level and background.)
We have a few ground rules for this class:
- Please put your Mumble settings on "Push to Talk" if you have not already done so.
- Feel free to type any questions in the Class.E-UNI chat channel as we proceed - I will try to answer your questions as they come during the class. At the end of my lecture, we'll open Mumble for any further questions or general discussion.
- You should be docked up safely in a station.
Please X up now in the Class.E-UNI channel for attendance recording purposes.
Everyone ready? OK, then - let's begin....
What does war mean?
Post this link: http://wiki.eveonline.com/en/wiki/War_Declaration
Welcome to war! Wars are common in EVE, and every once in a while, someone decides to declare war (also called a "wardec") on EVE University. Wardecs last one week, unless renewed by either warring party.
To initiate a war, a corporation has to pay a fee to CONCORD (essentially a bribe), to "look the other way" during the week-long war period. This fee is 2 million ISK if a corporation declares war on another corporation, but this fee is raised to 50 million ISK if either side belongs to an alliance. The wardec fee is further increased by the same amount for every war that the declaring corporation and target are currently involved in, and increases again if the dec'ing corporation decides to renew the war beyond the end of the initial 1-week period.
To recap: how much does a wardec cost?
- It costs 2 million isk for a corporation to declare war on another corporation.
- It costs 50 million isk for a corporation or alliance to declare war on an alliance.
- It costs 50 million isk for an alliance to declare war on a corporation.
This base-cost can be increased by the number of wars you currently have ongoing (where you are the aggressor) and the number of wars the target corporation already has against them. The formula for calculating the cost is: B * (N +1) * (W + 1). Where B = Base Price, N = number of wars you currently have, W = number of wars currently against the target corporation. Mutual wars are not considered in the cost calculation.
Note: The war declaration fee must be in the Master Wallet of the corp wallet. Note: A corporation can only have a maximum of 3 wars, an Alliance has no such limit.
Once war is declared, there is a 24-hour start-up period where fighting cannot occur, to give both sides a chance to get ready for the war. Once the war is officially active, aggression can occur between the two sides without CONCORD intervention.
For EVE University pilots, being at war means that:
- One or more corporations or alliances have formally declared war on our alliance, the Ivy League, of which the UNI is the principal part.
- Parties at war may fight anywhere they encounter each other in EVE. In high security space (that is, systems with security ratings of 0.5 or higher), CONCORD will not intervene in fights and they will not impose any security status loss to wartime attacks.
- Our standing defense force, the Ivy League Navy, takes control of our corporation to enforce Wartime Standard Operating Procedures, also known as the "Wartime SOP".
- The Wartime SOP restricts certain things you can do if you are member of the UNI - in summary, you cannot mission, mine, haul, hunt rats, or perform any activity that would make you an easy target. We'll explain more about the War Time Policy later in this class.
Your options during wartime
You really have three options during wartime:
- Stay and fight - you can remain in the UNI, and join in UNI wartime fleets as you wish, and comply with the Wartime SOP.
- Stay and not fight - you can remain in the UNI, and decide not to join any wartime fleets. You may play using an out-of-corp alt character, while keeping your main character in the UNI. You can station trade or engage in any activity that doesn't violate the UNI Wartime SOP.
- Drop corp for the war
- You have the option to drop from the UNI during wartime, if you wish, if you do not want to be restricted by our Wartime SOP. You can rejoin the UNI at any time - there is no penalty or problem with this, and no one will look negatively on your decision. In fact, it's quite common for some UNIs to routinely drop for war, and rejoin later, and they are considered to be every bit a part of the UNI as those who choose to remain.
- We have fast-track re-entry paths for rejoining UNIs, so don't be concerned that you'll have a long wait - it usually takes no more than a day to process a re-entry application.
- Note that if you have an official title or any formal roles in the UNI, you will need to drop these 24 hours before the game allows you to leave corp. You are bound by all UNI rules, including the Wartime SOP, until you actually leave the corporation.
- This link describes the particulars of dropping for war: http://wiki.eveuniversity.org/So,_You_Want_to_Leave_for_the_War%3F
If war scares you, and you are thinking about dropping from the UNI during wartime, consider first what you might be missing. Wars can be fun, as there are a lot of fleets formed to hunt war targets. Wars are one of the best ways to learn "player versus player" or PvP combat. UNI fleets are organized and conducted with new players in mind, so it's a great way to get combat experience if you are new to the game. Further, the UNI provides free frigates and Tech 1 fittings in our corporate hangar, and will replace any T1 ship up to a cruiser in size if lost in a UNI wartime fleet - if you take out insurance, you may actually make money on wartime losses! And of course, most classes and events will continue, even during wartime. So, consider giving war a try - you might like it.
Note that none of the options is: "Stay in the UNI and ignore the Wartime SOP"! If you do this, you will be subject to discipline by EVE University management - this may range from a stern talk with a director, to suspension from the UNI for the duration of the war, up to destruction of your ship, podding of your capsule (and likely collection of your corpse by Ubercado), and permanent expulsion from the UNI. If you stay in the UNI during wartime, you MUST comply with the Wartime SOP. If you can't obey the Wartime SOP, drop corp, and you'll be welcome back with open arms after the war.
Wartime Checklist
Post this link: http://wiki.eveuniversity.org/Wartime_Checklist
Read the Wartime Checklist to make sure you are ready for war. Let's cover the highlights:
- First, re-read the UNI rules and policies - all the links are there. These become especially important in wartime.
- Select your role. If you are brand new to the game, you will want to be a "tackler" - someone that holds a target ship in place, so that your fleet can destroy it. This is a relatively low-skill role that only requires a frigate and a few specialized modules. With a few more skills, you may also want to fly electronic warfare - a valuable addition to any fleet. The checklist has some useful links to guides for each of these roles.
- Fit your ship. Use one of the fittings recommended in the guide links on the checklist page. You can request a Tech 1 frigate, fittings and ammo from the UNI hangar - ask in Corp chat.
- Use the Overview Guide - you must have your overview set to UNI standards, or you'll not be allowed in fleet.
- Make sure you have Mumble set up to the proper settings. You need to be able to listen to Mumble to hear fleet commands, though a microphone is optional for all except people in fleet leadership positions.
- Read The Rookie's Guide To Fleet Ops - this explains how the UNI forms fleets, and how you can join them.
- Do not share anything about any fleet or fleet operations with anyone, except those in your fleet!
Wartime Standard Operating Procedures
Post this link: http://wiki.eveuniversity.org/Wartime_Standard_Operating_Procedures
The Wartime Standard Operating Procedures, generally called the Wartime SOP, are the rules under which the UNI operates when war is active. Please read this link carefully, and know these rules - failure to do so will have big consequences! Let's review the key points of the Wartime SOP:
- Why is there a Wartime SOP? The purpose of the SOP is to make wars as unproductive and "un-fun" as possible for those who wardec us. This keeps wars short, and reduces the number of wars declared on us.
- When can I undock? Look at the Local chat member list to check for war targets (Recognizable by the red background, white star icon). If there's no lockdown in effect, and there are no war targets in Local, then you can undock - but any activity which leaves you stationary or with split focus must be done at the POS. If you ever see a war target entering Local, and you are not in a fleet, dock up immediately.
- What is a lockdown? ILN officers ranked Captain or higher have the authority to order a "lockdown", which means NOBODY is allowed to undock from any station or any system in EVE unless you have specific permission or are in/joining a combat fleet. Lockdowns are posted in Alliance mail. Make sure you read your mails (both Corp and Alliance) when you log in to know if there's a lockdown active at a given moment in time. "I missed the mail" is no excuse for losing your ship during a lockdown. During a lockdown, DO NOT undock until you get orders from your Fleet Commander to undock from the specific station you are located in.
- Isn't that boring? Yes, in most cases, war and lockdowns can be boring and you might be in station for quite a long time without doing anything. Rest assured that these rules have been developed over a period of five years and are in your best interests!
- Can I travel during wartime? Traveling (moving alone between systems) must either be done in a Shuttle, Rookie Ship or Frigate, fitted for speed and with a buffer tank, and you must ensure there are no war-targets in local at each system you enter - dock immediately if there are. Do NOT use autopilot to fly your ship!
- What about other kinds of ships? There are restrictions on the types of ships you can fly in UNI fleets during wartime, and on how you can fit them: http://wiki.eveuniversity.org/Relaxed_SOP#Default_SOP
- What happens if I break these rules? Depending on what you did you'll get either a very unpleasant conversation with a director or be kicked from the UNI for the duration of the war - or perhaps forever, if your violations are particularly egregious.
- What is Relaxed SOP? Sometimes, a war-dec'ing corp just doesn't show up. Or they are too small or far away to pose an immediate threat. When this happens, the UNI Directors may announce a "Relaxed SOP" - a modification to the Default SOP which allows E-UNI members to engage in limited PvE activity without dropping from the corporation. Management will notify E-UNI members when Relaxed SOP is in effect via the Message of the Day Chat.E-UNI and an eve-mail to the alliance.
- Missioning (agent missions) may be run in a fleet of at least three E-UNI members[6].
- All fleet members must be in the same mission space and together at all times.
- All ships must be fitted for PvP combat, and be ready to engage a hostile target.
- Courier/mining/non-combat missions are still prohibited and must be performed using an out-of-corp alt.
- Ratting, Complexes, Exploration sites are still prohibited in k-space.
- All other rules remain in place as listed in the Default SOP.
- Note that this may be rescinded at any time, dependent on the situation.
Reiterating the Wartime Options
As final clarification, there are some specific things that you should and should not do during wartime. Here are some key ones to remember:
- What you can do:
- Check for war status. You can always get the definitive answer to the current war status by clicking the Corporation button on your NeoCom, then selecting the Wars tab. If it says "Yes" under "Can Fight?", then war is active.
- Drop corp if you can't obey the Wartime SOP. Seriously, please do.
- When traveling, warp to zero.
- Make an out-of-corp hauler alt.
- Form a fleet and explore wormholes if there are no war targets around.
- Form a fleet and shoot pirates and hostiles if there are no war targets around.
- What you cannot do::
- Stay in the UNI if you can't obey the Wartime SOP.
- Try to "lawyer" the rules - if any rule is not clear to you, ask a Director for clarification.
- Travel in a pod. Too easy to kill.
- Use autopilot to fly your ship.
- Rat, run missions, or do any exploration sites in k-space.
- Haul - industrial ships and freighters are forbidden in wartime. Don't think about using any other kind of ship for hauling, either. Use an out-of-corp alt to haul for you, or use public contracts.
- Mine - anywhere, anytime, or in any way during wartime.
- Complain about the Wartime SOP. It's not going to change. If you don't like it, drop corp.
