Summary
The Raiju is a special edition Electronic Attack Ship, introduced as one of the prize ships of Alliance Tournament XVII, alongside the Laelaps. A total of 140 ships were given out, distributed among the top 16 teams of AT XVII.
The ships stats and bonuses are a souped up marriage of the Garmur and the Keres. It can be looked at as a better Garmur with additional kiting tools in longer targeting range, longer point range, and bonused damps, or as a Keres that can more reliably deal damage at kiting ranges. Given the rarity - and thus value - of this ship, these kiting boons will likely be appreciated by its pilots.

Notes
With six mid slots, the Raiju has the most mid slots of any frigate. In addition, it has a 15% EM shield resistance bonus on top of Caldari Tech II natural resistances for reasons unknown.
In Japanese mythology, the Raijuu (雷獣, "thunder beast") is a doglike creature with a body made of lightning. "Raijuu" should not be confused with the slang term riajuu (リア充), "normal, socially-successful person", a word with no particular relevance to EVE.
