We want to spend as much time running as possible, while keeping the moving down to a minimum. There's enough moving around in incursions by default, so we don't want to move prematurely unless there's a desperate need to do so.
So what could be acceptable reasons to move before a focus goes down?
* The current focus is really bad, downright dangerous to run in (realistically shouldn't be picked to begin with).
* The current focus requires 3 or more pickets, activity is low and the extra pickets is an immediate hindrance to running and a new 1-picket system spawned (don't confuse this with not having enough people ongrid).
In order to actually decide to move, these should be strong guidelines:
* Moving should lead to more fleets.
* The decision should be made with all timezones in mind, don't move if it kills another timezone or just because it would be better for your timezone.
