Certified CovOps scouts may use a Faction Probe Launcher at their discretion. Scouts must be attached to a fleet at all time - scouting solo is prohibited - and scouts should not engage in combat at any time. Covert Ops frigate pilots should maintain their cloak at all times. Non-certified pilots in Covert Ops frigates during wartime will be subject to the same violations procedure as those flying restricted ships.
