If a "loop" is not available, look for a long string of systems, instead.  Once you have worked through it in one direction, dock up, take a break and wait out the 15 minutes. Then work back through the same string of systems.  While less time efficient than a loop, it is still better than bouncing around randomly hunting for systems you haven't already visited.
