If you're coming from the Algos (and conventional MMO master/minion tactical thinking), you think your drones must do the fighting for you, whilst you sit back and direct them like a conductor. To get the maximum potential out of the Vexor you need to do the exact opposite. Think of yourself as a sixth drone - that charges into the enemy alongside your five other drones and melts them with blasters. It takes a bit of time, due to the drone support skills and fitting skills that's required beforehand, but you could have a Vexor that will make its presence felt every time it steps onto the battlefield. Even with Meta 4 guns, pre-T2 gunnery, mid-range drone skills and T1 drones, you could be pumping out over 450dps in a Shield Vexor. Move into T2 drones and you start breaking 500+dps.

Be aware that the price you pay for this means that, depending on whether you want full PVP ability, fitting scram, web etc, that you can only fit a Large Shield Extender and two or even all three of your rig slots are devoted to keeping all 4 Modal Neutron guns powered up with Med Ancillary Current Routers, (Really? Train that Engineering skill to IV, then quickly V.) especially if you have low to mid range fitting skills and still in the process of getting them trained up. So don't expect much of a tank to go along with your high dps.
