Most pirate systems are located in systems with low security status ratings (0.1 - 0.4), and which are "choke points" along common traffic lines between trade hubs. A good way to identify potential piracy systems is to open your map (F10 key), then in your Map Control Panel go to Stars by Color / Statistics / and select "Ships destroyed in last hour". You will see if your destination waypoints go through systems that had recent pirate activities.
