Summary
The Skiff is the toughest of the Exhumers without any modules, and becomes as tough if not tougher than many battleships when fully fitted and skilled. However, the skiff sacrifices yield and some ore hold capacity to do this. Therefore, the skiff should be used when under the threat of being ganked or when having to operate under heavy NPC fire. When fitted out correctly, it is impossible to make a profit from suicide ganking a skiff, which should deter all but the most determined people from attacking you in high sec.

Beware however, that when packaging a ship, all its rigs are destroyed, so either use cheap Tech I rigs or design your ship around not using them.
