::Reading a little more into the Manual of Style, doesn't this matter fall under the following from [[UniWiki:Manual of Style/Capital letters]] "The UniWiki relies on in-game information to determine what is a proper name; words and phrases that are consistently capitalized in-game are treated as proper names and capitalized on the UniWiki."
::Homefront Operations is capitalized in multiple locations in-game, the only time both words are not capitalized that I can find is in the summary on the Homefront Operations tab of the Opportunities window, ''where the word is changed'' "Homefront operational sites that require mixed professions [...]" Elsewhere in Opportunities and the Agency, it is capitalized.
::In defense of the existing pages I linked, this piece of content appears to me like it is treated the same way as the other fundamental content pillars by the game, proper names that have been capitalized as such in game and consequently on the wiki (prominently on the front page even). My move suggestion came from these precedents.

:::The Uniwiki exists for quite a while now and has been edited by experienced and less experienced editors. That has led to the MoS not always being strictly adhered to. There even has been some renaming (moving) to plural in the past. It has been decided then to leave as is. The MoS is not law but a guideline, '''preferred''' to be used, but still a guideline.
:::As for using the in-game capitalization: analyze how you think the name will be mostly linked to. If you think that will be in sentence case, then keep the title in sentence case. Now keep in mind I am not a native English speaker, so my example might be wrong.
:::Example: That is a capital ship. Then the battleship title should be Capital ship. Remember, the first char is not case sensitive, so wiki links to "Capital ship" and "capital ship" both work. And when "capital ships" is needed the link-end trick can be applied (<nowiki>[[capital ship]]s</nowiki> gives [[capital ship]]s. Now this is a far from perfect example because capital ship is actually a redirect to capital ships so <nowiki>[[capital ships]]</nowiki> does also work.
:::For names of things like planets CCP's spelling and capitalization is followed. For more general terms sentence case should be used.

But the reason for using singular whenever possible is because of the existence of the link-end trick, there is no need for a plural redirect then. There exist plurals which can not be done this way (e.g. university - universities) so those might require a plural redirect.
:::The guideline to use sentence case in page title is because of the use as wiki link so page titles should be whenever possible in the form they would be used in a sentence.
