Streaming most commonly refers to the transmission of video so that others may observe one's actions in realtime or near-realtime, e.g. streaming to Twitch.tv.  The term also includes audio streams, or any other kind of information stream.

Video Publishing refers to making video available for public consumption but typically long after the operation has taken place, e.g. posting a recorded video to YouTube.  Note that the term also includes making a video stream recording available after the initial streaming.  Many streaming services allow temporary or permanent archiving of streams for later viewing.

There are many good reasons for streaming a fleet operation.  Some FC's may even wish to stream to encourage hostiles to engage, to find more fights.
 
 
 
The key point is that the fleet members are made aware of this, and that players may opt out of a fleet if they do not wish to incur the extra risk.  Or perhaps they may wish to fly a cheaper ship, or jump out of their expensive clone.
