Before I mess up the work of others I would like to discuss it here. For entirely new players it's often difficult to decide in what situations (PVE, PVP) to chose what fitting. I know fitting would be a different page. But I'd suggest, that in the be beginning of such a page there should be an introduction of when it's indicated to use ewar stuff. Again if someone reads carefully he/she will notice that the title is "EWar" and one isn't at War in PVE. But still it might be a help for noob's to give such an introduction. Ever tried EW against sleepers in wormholes? It's quite effective.

Updated the ECM falloff and optimal ranges along with SDAs since I happened by. It's 5%/10% now instead of the 10%/20% in the past, and it does boost range. --Drillock
