 There are differing opinions on how to pick a good base station. I tend to put mine in a place where it's easy to buy ammo and ship equipment. This makes for minimum hassle if I need to upgrade equipment (because I've gained new skills), or fit out a new ship (because I've gone up a level). But the location is not terribly important ... if you're not sure what to do, just get and Agent and get going. The rest will work itself out as you proceed.
