Your agent gives you a BPC for a Frigate and asks you to manufacture it. You're probably very familiar with the process by now (from, amongst other things, mission 6), but manufacturing a proper frigate will take a few more kinds of minerals, which you can either reprocess from ore or buy from other players. Since some of the minerals can only be reprocessed from ores found in low- or null-sec spaces, mining them yourself is quite risky if you're a new player. Should you wish to buy the required minerals, you'll be needing non-trivial amounts (from a new player perspective), so it probably makes sense to check the prices in nearby stations to avoid paying far above their market value. It will probably take a bit of flying around to bring all the minerals to your agent's station.
* The easiest way to complete the mission is to simply turn in the same frigate granted to you when you accept Exploration Career mission 2. To do so, repackage the frigate if it was assembled before handing it in.
* You may also buy the frigate off the market, as usual.
* Actually manufacturing the frigate requires a wide variety of minerals, some of which are reprocessed from ores only found in low-sec or null-sec systems.
* The table below lists the required amount of minerals (note that each BPC could have different material requirements depending on the material efficiency - the table uses 2% material efficiency as given from the agent)

An easier way to complete the mission is to buy a finished frigate off the market, or even better, to simply turn in the same frigate granted to you when you accept the second Exploration Career mission. To do the latter, repackage the frigate if it was assembled before handing it in.
* Note that in EVE manufacturing, time can be exchanged for money and vice-versa. Keep this in mind should you go deeper into manufacturing - you can try to acquire all the necessary materials yourself, or you can pay someone else to do it for you (by buying their ore, minerals, or modules/ships via the market), and it's up to you to find the right balance and make the most of both your time and (in-game) money.

This mission nicely illustrates that, in EVE manufacturing, time can be exchanged for money and vice-versa. Keep this in mind should you go deeper into manufacturing - you can try to acquire all the necessary materials yourself, or you can pay someone else to do it for you (by buying their ore, minerals, or modules/ships via the market - remember, in EVE, almost everything has been manufactured by players), and it's up to you to find the right balance and make the most of both your time and (in-game) money.

#9ef37c Your race's Fast Industrial ship (isis amarrSigil /isis caldariBadger /isis gallenteNereus /isis minmatarWreathe). These ships are slow and very weak in combat, but can carry large amounts of cargo.
* The fast industrial ship given out as reward can be useful in moving your ships and other goods to another station in the future. When you fit Expanded Cargohold I to all of the low slots available (4 for isis caldariBadger, 5 for isis gallenteNereus and isis minmatarWreathe, and 6 for isis amarrSigil), then you can haul at least two frigates (2,500m³ each) or a destroyer (5,000m³) in it.
