From EVE University Wiki

m Summary: Text refers to a tracking bonus which was replaced by CCP some time ago with a different bonus.

Replaced various out-of-date comments reflecting previous bonuses, and filled in some information. I hope this is accurate, and will happily defer to others if it can be improved further--but I think it *is* an improvement.

Summary
This damage dealing Assault Frigate is a DPS monster within the frigate class. It is a popular PvE frigate. With optimal fitting and navigation skills this assault frigate has the ability to be top damage on KMs next to cruisers.  Its low sig radius and its multiple low slots allow it to be fitted for multiple roles: high gank no tank; bait ship; heavy tackle; or self repping solo PvP frigate. Its main drawback is its lack of mid slots, limiting its ability to tackle enemies.

If you intend to use this ship for prolonged PVE activities such as combat site running, be aware that the Retribution has a very limited cargo bay. Plus the fact that the advanced combat crystals (T2 crystals) have an expectant life of around 1000 shots before shattering, some of that precious cargo space is shared by spare sets of combat crystals, further limiting its ability to perform deep space operations.
The Retribution is the Amarr laser assault frigate, sibling to the missile-hurling Vengeance. Two laser DPS bonuses and a range bonus mean that it hits very hard for a frigate-sized hull. It lacks the Vengeance's armor resistance bonus, but it can still mount a significant tank, aided by the Assault Damage Control module if an extraordinary resistance burst is necessary. With many low slots, it can be fitted to maximize damage or armor tank, or even for speed and agility. On the other hand its limited mid slots—one of the 2 available will typically be occupied by a propulsion module—restrict the amount of tackle or utility modules it can carry. It also has a relatively limited cargo hold.

The Retribution finds use in PvE as a small, tough ship which punches above its weight, for use in sites or types of space where larger ships might be more vulnerable or simply cannot enter. In PvP it is an excellent choice for armor-tanked gangs of small ships, especially when supported by remote armor repair logistics ships such as the Deacon, and it can also be flown solo.

Like any Tech 2 ship, the Retribution benefits from strong support skills and fitting skills. Armor tanking skills and energy turret skills are particularly relevant, and the ship really deserves Tech 2 turrets.

Though it possesses only two mid slots, the Retribution may be used in a multitude of fittings and roles.  Not only is it effective for PvE, it can be highly effective for PvP. Fitting skills are a must for this ship.  You can fit an armor repairer in its lows, a heat sink, and some armor tank. With Small Energy Light Pulse Lasers II in the highs, it can maintain significant DPS while allowing it to self rep at the same time.  This ship is great for fleets as heavy tackle. Also, consider using Conflagration crystals rather than Imperial Navy Multifrequency in the ship's turrets to take advantage of the tracking bonus.  Finally, fitting this ship is difficult so using EFT is highly recommended before buying modules.

In PvE combat, the Retribution normally fits a local active armor tank. An afterburner helps the ship tank damage; a dual-propulsion fit with both an afterburner and a MWD imposes a penalty on the capacitor but can finish sites rapidly by switching between tanking and MWD movement around wrecks, gates &c.

For gang PvP with logistics support, the Retribution needs a moderate armor buffer and strong resistances. Unable to fit all three of propulsion, point/scram, and web, it must rely on fleetmates for help with controlling the enemy, but it will deliver strong DPS. If operating without logistics support, a Retribution can fit local armor repair (usually ancillary) or pure buffer and resists. If flying solo against other small ships, it is also possible to fit nanofiber internal structures in some of the low slots for a surprisingly fast kiting ship. Again, only two mid slots means that the Retribution can never fit full control modules, but when kiting the ship's range bonus for lasers synergizes well with Tech 2 Scorch crystals, which can boost small lasers' optimal range out beyond 15 km with good skills.

Notes
Notes
This can be quite a difficult ship to fit and fly, however when done well it is deadly. Its large mass makes keeping targets in optimum range difficult.  Fitting a Microwarpdrive is a necessity. The addition of an extra Mid slot allows the Retribution to fit a web as well, which is very useful when fighting fast frigates.  However without good fitting skills, it is hard to fit effectively with both a Microwarpdrive and Stasis Webifier.
* The February Assault Frigate balance update introduced a new module for HACs and AFs, the Assault Damage Controls, which can replace the Damage Control module for these ships
