The cerebral accelerator is a booster that comes with the Commissioned Officer Edition box set.
If you have purchased the Commissioned Officer Edition, it can be redeemed by clicking on "Redeem Items" on the Character Selection screen. The cerebral accelerator should appear in the Items Hangar where your character currently is. It may be activated by right clicking on it and then "Consume".
It has a duration of 35 days.
Bonuses: +3 to all attributes; +20% Damage to Laser, Projectile and Hybrid weaponry; +20% Rate of Fire to Missile weaponry. Increase in skill training speed.
This is a booster type of augmentation that goes in Booster Slot 4. (Not to be confused with Implant Slot 4).
If the cerebral accelerator is consumed in your "implant clone" and enter a Jump Clone, you will lose the booster (even after you jump back to your implant clone). The cerebral accelerator will also be lost if you get podded.
