Keep in mind that your main role as an ECM pilot is to disable enemy ships through the use of your jamming modules.  You will not be expected to significantly contribute to the overall DPS capacity of the fleet, so it's perfectly acceptable to use your high slots to fit whichever modules you think will best protect your ship, even if this compromises your offensive capabilities.
