Tactics
CCP promotional media have promoted that the Deluge could take part in Skyhook raiding fleets, and utilize its covert ops cloaking capability to remain concealed until a moment of opportunity opens to then rush over and grab resources. Its infrastructure bay, while reduced in size compared to its tech 1 version, is of a higher capacity than what other Blockade Runners can hold in their general holds. So the ship can make for easier transport of a medium size Upwell structure and its fittings through dangerous territory.
