Plagioclase Protection Act (PPA).
What is the Plagioclase Protection Act?
The Plagioclase Protection Act (PPA), first published in YC 126, is a series of highly controversial and pivotal legislative bills aimed at regulating the mining activities in the Essence and Sinq-Liaison regions of space. The Act was introduced to preserve the delicate balance of resources in these regions, specifically focusing on the extraction of Plagioclase, a highly sought-after mineral known for its utility in advanced industrial manufacturing and star ship construction.
The Plagioclase Protection Act has been a subject of heated debate since its inception, with mining corporations and environmental groups often at odds over its provisions. Proponents argue that it has been instrumental in preserving the ecological balance and ensuring the responsible use of resources, while critics claim that it stifles economic growth and innovation in the mining sector. Despite these controversies, the PPA remains a cornerstone of resource management policy in the Essence and Sinq-Liaison regions.
In a significant addition to the Act, Seyllin I, the first planet in the Seyllin system, has been designated as a New Eden Heritage Site. This designation was made in recognition of the catastrophic event known as the Seyllin Incident, where the planet was nearly destroyed, resulting in the loss of countless lives. As part of the heritage protections, the Act strictly regulates mining activities in the Seyllin system, especially around asteroids that may contain remnants of the planet's former surface. There is a particular concern that some of these asteroids could contain human remains, and any mining operations in this area must undergo rigorous ethical and archaeological assessments before proceeding.
Permitted Actions under the PPA:
individuals participating in mining operations in the above mentioned constellations are permitted to mine all marked asteroids in designated areas and on designated moons as per the "Capsuleer Claim Authority (CCA)" . And resources gathered outside of Sanctioned areas will be considered illicit material and carriers of said product will be targeted and relieved of command pending trial and judgement (should such a judgement be required). individuals may engage pirate entities in these areas of space at will and will be rewarded for their service by Concord/DED affiliates directly.
Protected Areas:
there are a number of protected areas in the PPA. Most notably Seyllin 1 as a result of the events of March 10 YC 111, this is a New Eden Heritage Site and any attempted extraction operations will be seen as a breach of the PPA and offenders will be Destroyed on site. Other Areas may be temporally designated as Protected areas at short notice should extraction operations exceed issued limits as laid out in the "System availability index"
Mineral Order:
in the PPA there is a provision for individuals to Petition for a mineral order that will allow the holder to collect and transport prohibited minerals to a designated federation Navy Shipyard. these Ordered are time limited and system specific. should a holder deviate from a direct path (from pickup to delivery) then the order will be considered null & Void, this may result in the destruction of the holders ship by local security forces.
Capsuleer Claim Authority/Deployment Charter (CCA/DC):
This authority is issued by CONCORD to Corporations wishing to Deploy upwell Structures in protected areas of space, failure to inform PPSF forces of intent to apply for a CCADC before deploying a structure, in a protected system, will result in loss of infringing assets.
Enforcement:
Corporations can Apply to become PPA security Affiliates, allowing them to enforce the provisions laid out in the PPA. Plagioclase Protection Security Force (PPSF) members are permitted to hold suspects for inspection, and may hand out judgments or fines, failure to pay fines will result in the destruction of the suspects ship. PPSF members are permitted to lock down gates in less secure areas of space, requiring individuals wishing to transit the gate to supply a manifest of their cargo and a nominal payment to ensure safe transit. a transitors ship may be held after the first permitted transit of a gate to ensure that supplied manifests match scanned cargo reports. Provision 5 the PPA has a special Amendment introducing the empowerment of two local factions, the Pirate Lords of War and the Daughters of Ane, to act as Special enforcers of the PPA, in addition to PPSF Agents, within previously stated regions. Both groups, being deeply connected to the history and legacy of Seyllin I, are notorious for carrying out destruction of unauthorized mining equipment and vessels, even being known to execute those found guilty of violating Provisions laid out the Act.
ACT PROVISIONS
Provision 1: minerals mined in each protected system can not exceed 20% of the total available mass in that systems availability index.
Provision 2: individuals wishing to operate in protected systems are required to carry a Gallente signed charter and report this to local enforcement operatives before commencing extraction operations.
Provision 3: Systems will become "locked down" should their extraction index exceed that limit laid out in provision 1
Provision 5: Anti-Pirate operations can be carried out at the participants own risk, but may result in ship loss due to outside actors, in less secure areas of space (low sec)
Provision 6: High Security enforcement agents operate outside of CONCORDS derestriction but will enforce the PPA with Extreme prejudice.
Provision 7: Assets seized by PPSF forces are to be retained and transported to the nearest Federation Navy Shipyard for processing
Provision 8: PPSF members are permitted to hold, fine, and carry out summary judgment for individuals suspected of breaching any Provision of the PPA.
