Players will almost always do more damage than can be handled by these systems. They work great for some ships in missions, but they almost never work against other players.  
Ships fitted to have a very high shield regeneration rate can be quite tricky to use in PvP.  Player ships tend to do a great deal damage that will overwhelm this type of tank quickly.  Players new to PvP would probably be better served by the basic buffer tank. As always, though, it all depends on the specific skills of the character and the style of the player flying the ship.
