The job of a scout is a very difficult one, it takes a lot of experience and practice to be an effective scout, but you have to start somewhere.  The Ensign of Scouting is a student of scouting himself, he too wishes to learn about the role but he does know enough to point you in the correct direction.  He can help you understand what you need to do when you are the fleet`s +1 or -1.  Once you have chosen that scouting is what you want to do, he will put you in contact with the correct person from the SRG and help you get trained up to be an effective scout.  It should also be mentioned that some FCs like to use Interceptors as scouts, so those of you that wish to be an interceptor pilot (Tech 2 Frigate) may want to talk to the Ensign of Scouting.
