For example, if a target ships velocity is generating a penalty greater than it's signature radius adding addition Target Painters will have no effect on the damage. To hit for full damage it is necessary for the target to have BOTH a signature radius equal or larger than the missiles explosion radius and a velocity lower than  the missiles explosion velocity.
