By X-ing up you are indicating your availability to the FC. They may have limited spaces due to their wing/squad arrangement or mission requirements, or need specific ships only to fill the remaining spaces.  Most FCs will do a "final call" for anyone that got accidently left off, but please do not persist in complaining if you are left out - you will only annoy everyone by doing so.
