I have positive 0.8 standing with Blood Raiders and even being on grid with the FOB mining fleet with a Shuttle (non-combat ship) or a Venture causes mining fleet to warp-out and call in their response fleet (that scrams).
Being on grid with FOB mining fleet within a Capsule does not cause any response, though.

As of 04-Feb-2021 when FOB's mining fleet is present in an asteroid belt, even arrival of a player combat ship (Frigate) on distance 70-80 km triggers departure of mining fleet and arrival of FOB combat fleet. This can be unpleasant surprise for unsuspecting player (no need to attack mining fleet) !
