Small towers should generally be taken down, unless the attackers are few in number.  In hi-sec wars, your primary defense is going to be ECM, but the enemy can still bring smart bombing battleships to take out the batteries.  If you absolutely must leave a small tower in place, anchor a few sensor damp batteries and up to (16) ECM batteries (4 of each type)They will still probably destroy the tower, but they will be forced to rely on smartbombs / drones and it will take a lot longerYou must be prepared to unanchor and remove any modules inside the POS tower such as Mobile Labs, Advanced Mobile Labs or Corporate Hangars.


An example of this would be a corporation running a small Minmatar tower.  During normal operations, you run with (2) shield hardeners online but no other defenses.  Then when a war happens, you take down any non-defensive modules, store them in a nearby station, and put (3) more shield hardeners, (4) ECM batteries and (2) sensor dampening batteries online.  No weapon systems are involved as you will not be actively defending the tower.  Make the attackers spend time chewing through the shields while the ECM batteries constantly disrupt their target locks.  Even if the attackers take the time to destroy your small tower with those modest defenses, you will only be out about 80-120M ISK.
Medium towers can anchor and online around (24) ECM and large towers can do setups with as many as (48) ECM.  Or you can simply go the shield hardener route and maximize your shield resists.  The ECM method is generally preferred in hi-sec, combined with a few stasis webs and sensor damps.
