Leading a fleet of UNI members, or any part of a fleet, is a privilege, and should be treated as such. Your corpmates look to fleet, wing and squad commanders to lead them effectively.  Therefore, UNI management takes a very dim view of anyone that assumes a fleet, wing or squad commander position while intoxicated.  Impaired judgement while under the influence leads to bad decisions, bad fleet outcomes, diplomatic problems for the UNI, stranded fleet members, and a bad time during and after a fleet.  If you are drunk or high, don't command any part of a UNI fleet.
