For shield fleets the Maelstrom is usually suggested over the Tempest.  The Tempest may show a higher DPS then the Maelstrom on paper, though this is usually overwritten by the Maelstroms additional mid-slot and higher shield buffer.  The Tempest will usually still be accepted as it can fit two large energy transfer modules which can prove very useful, especially in the smaller groups of a Vanguard site.  The additional low slot and larger armor buffer of the Tempest give it precedence over the Maelstrom in armor fleets.
