It's a Trap
The scammer announces in a local channel that a player must have been drunk when they put up a buy order and invites you to check it out with a link to the item being sold. At first glance it seems that a player has put up a buy order for items with a price a great deal higher than the sell price of the product.
How it works
Greed and instant riches (if you are quicker than others), are the primary mechanisms that they are triggering. Its the speed and greed that makes this work so very well, when the player checks out the buy order they will at first glance see it is offering to pay ten times the sale price of the item. Seeing the instant opportunity for increasing your ISK balance by ten or more times they can feel compleled to fill the buy order before the next person sees it.
