Despite their persistent claims to the contrary, the criminal organization known as the Serpentis has extensive ties in the underworld of human trafficking, and it is an open secret among their more above-the-board business associates that facilities such as this one exist all over Serpentis territories. Serving as a center for sorting, evaluation and distribution, this place represents at once the beginning and the end for those unfortunate souls who through fate or folly find themselves in the hands of the Serpentis.
