The other theory behind anchoring offline spares is that it makes it more difficult for your enemy to know what modules will be active when they come to attack the POS. This is an effective tactic against enemies that are not specifically out to get you. If you have lots of electronic warfare batteries, weapon batteries and shield hardeners ready to go, smaller groups of opportunistic attackers may decide that you are too much trouble and go looking for easier POS towers.
