Planning for the project began soon after the idea of citadels were introduced to Eve by CCP. Initial investigation was started by Sally Digital who in turn was inspired by Aaric Novigrad's "Solitude State of the Union" post which lead to the idea of a uniting project for member's of the Solitude Campus.
