The directional scanner is a built-in device which can detect objects up to 14 AU from your ship. The scan can be limited by direction and distance -- the alert reader will note that one can therefore discover the rough location of an object by narrowing the focus of the scanner and limiting the range. Its most basic use is to reveal uncloaked ships in space within 14 AU. Open the scanner window, select the directional scanner tab, and press the scan button -- all objects within 14 AU, along with celestials at any distance, will be displayed. You cannot get a warpable location from this process, but with a bit of work, you can do a lot of other useful things.
