I re-organized the page to be a more logical flow; introduction, a description of what wartime entails, the indication that members have choices, and then the details of each choice. Also made a few updates for redundancy (Joining during wartime didn't instruct users to register for forums) and grammar/spelling fixes. --Jinn raijin
