Some theory crafting:

The mission pocket contains three ships. Two Bursts that repair whoever is being damaged and one assault frigate. The assault frigate deals 182 explosive, 50 kinetic, and 36 EM damage per second. The EM damage is dealt by missiles with 13.5km range and the other damage by turrets with 500m range + 8000m fall off. The chase speed is 1400 m/s.[1] Thus it is necessary to fit a MWD if you want to kite.

Discussion if you want to take the mission head on in a small fleet with logi support: Frigate logi with scoped remote shield boosters repairs fitted and hull skill at 3 repairs 73.1 HP/s (84.4 HP/s at perfect skills). Considering the strong explosive resists of shields two logi frigates should be enough to outrepair the incoming DPS (even without extra resist modules). As a logi cannot repair himself you need either three logis or the logis have to kite the assault frigate. Another option would be T2 logi. In this case one logi would be enough to keep the other alive.

For the damage to deal it's interesting that the Burner Burst and Burner Jaguar resist profile are very different. The damage choice against Burner Burst is EM > thermal > kinetic > kinetic. The damage choice against Burner Jaguar is kinetic > explosive > thermal > EM. Each Burner Burst repairs 80 HP/s and their shield regeneration is 9.49 HP/s. If you deal explosive you need over 275 DPS; if you deal EM you need 140 DPS to break through the reps and passive regen of one Burst. If you were able to kill one logi your DPS should easily be enough to kill the remaining rats no matter your damage profile. If you want to kill the Burner Jaguar without killing the Burner Bursts first you have to deal more than 325 kinetic damage. If you formed a relatively big fleet it might be preferable to simply go for the Jaguar.

It is also possible to run that mission with only a kiting T1 frigate. In Kestrel#Fitting a fit with ECM is suggested which should work.
