Resource Distribution Update changes (2020-10-13.1)

I've updated the ore table with the new mineral values and best qty/m3 details, but the sec status column needs a rework + to be expanded upon now that so many ore types have been shuffled around.

Maybe split the current Max Sec column into multiple columns, with availability & sec level listed separately for belts vs. anoms? Something like this:

Ore	Appears in Belts	Appears in Anomalies	Quarter of EVE
Veldspar	Highsec	No	All
Pyroxeres	Highsec, Lowsec, Nullsec	Lowsec, Nullsec	Amarr, Caldari
Gneiss	No	Lowsec, Nullsec	Amarr, Minmatar

...ideally with exact sec values listed down the line, once the dust has settled.
