Covert Ops frigate fitting section

The Covert Ops Frigate fitting section may be a bit dated. Depending on the philosophy on fits in the Wiki it should either be fleshed out or removed. Covert Ops generally has two focuses; PvE or PvP. Explorers tend to fit for hacking comfort with fitting space used for scanning speed. PvP focused fits also blend between pure scanning for finding content to being initial tackle. For example, Interdiction nullifier taking a top spot in fitting considerations is not clear cut with the -50% penalties to Scan Resolution and Targeting Range at the moment. As an explorer it hampers the experience of locking up cans and the issue can be compounded if one chooses to add Warp core stabilizers to their fit. For an initial tackle fit it could affect the time taken for the target to respond (7+ seconds to lock up a Frigate on all CovOps except Pacifier) and the targeting range penalty brings it down for CovOps ships to the edge of point range.
