The basic skills are listed as follows:

If you copy the sample fit listed here into the current version of EFT (2.25.3), set the pilot to [All level V], and look at the CPU usage, you should find 385 / 362.5.

Now if a pilot with all skills at level V needs an implant to make this fit work, I suspect that a pilot with the listed basic skills has little to no chance of using this fit.

I asked in the forums for comments from experienced pilots on what changes might be made to make this fit work for a pilot with basic CovOps skills as listed.

Kataki Soikutsu, Jorn Rayl, Jet StreamZ, and Dama Arishe suggest replacing the Inertia Stabilizers II with a Co-Processor II. This suggestion works great.

Daniel Wittaker observed that the Expanded Probe Launcher II is probably a typo for Expanded Probe Launcher I since the Tech II version requires Astrometrics V instead of the Basic Skills, Astrometrics IV.

There was a bit of discussion about swapping the Microwarp Drive (MWD) for and Afterburner (AB), but the consensus in the thread seems to favor the MWD as a necessity for scouting in LowSec and NullSec.

Another suggestion in the thread to improve scanning was the use of Sisters Expanded Launcher and Probes. Unfortunately, these excellent mods and charges are very expensive and may not be suitable for PvP scouting, even in a ship intended to keep its distance from the main fight.

Please feel free to comment on the proposed change to the Basic Skill Fleet Scout fit.

If the proposed change is acceptable, then would someone skilled in using the template, please replace the Inertia Stabilizers II with a Co-Processor II and change Expanded Probe Launcher II to Expanded Probe Launcher I? Thank you.
