I'm curious as to how the upwell advanced manufacturing support facility, left in former amarr outpost systems work. There is nothing on eve uni about them. their supposed to provide a 50% reduction in system cost index, is this a passive always on bonus? is it only active when a structure is placed? how can you tell if the bonus is actually working when you need a complex formula to calculate the system cost index, that includes the global cost index for all of eve. Does this bonus stand alone, is it stackable with with structure bonuses, or does a structure bonus override it completely
