The summary for this ship describes it as worse than a thorax. If you do comparisons of similar fits, I think you'd find that the exequeor navy comes out on top most of the time. The damage bonus with the additional low slot allows for higher stats in the resulting fit, with the main loss being the tracking bonus. The thorax really excels with undersized guns as frigate killer, but the exequror can melt other cruisers by pushing 30% more dps from its guns. It does lose some damage from the drop from medium drones to lights, but without the tracking bonus, I can't imagine using mediums even if they were available. I'm going to change the summary to the following.
"While significantly more expensive than the Thorax, the Exequror Navy Issue trades out the tracking bonus for additional damage, speed and an extra low slot. This leads to something of a high damage glass cannon ship in either kite or brawl configurations but its damage should be respected in either."
