The cartel has kidnapped helpless refugees from a nearby camp and is demanding that we pay ransom. If we don't pay up, they're threatning to kill the refugees. Our policy has never been to negotiate with terrorists. I want you to go to the contested Guerilla Base in Tvink and retrieve as many refugees as you can. Please hurry, people's lifes are at stake!

This is a trade mission. Meaning that, despite the briefing saying to get them from the contested Guerilla Base, the agent does not care how you acquire the refugees. Whether you had them lying around somewhere in your assets, bought them on the market or get them yourself doesn't matter.

If you're getting them yourself they drop from Deserted Nefantar Bunkers in the second room ("Overrun Supply Bunker") from [[Contested Minmatar Guerilla Base]] in Tvink.
