Bounties do not affect the [[Timers|timer]] or [[Security status|security status]] mechanics. If a target (without a suspect or criminal flag) has a 100 million bounty and is sitting in a shuttle in high security space, shooting the shuttle will get you killed by [[CONCORD]]. Since a shuttle is an inexpensive ship, you're not likely to receive a large reward.
