Realized that the previous rearrangement actually changed the meaning of the paragraph. Clarified and reworded (hopefully correctly) the confusing wording on what is being considered in the calculation.

The new bounty system only pays a portion of the bounty at a time. The amount awarded is ''at most a percentage of the target's value loss''. The reward is 20% of the target's value loss or whatever is left in the bounty pool, if it is less than 20%. e.g. blowing up a battleship (more expensive ship) with a 100 million bounty target inside will grant a larger reward than if that same target was in a shuttle (less expensive ship).

If a target (without a suspect or criminal flag) has a 100 million bounty and is sitting in a shuttle in high security space, shooting the shuttle will get you killed by [[CONCORD]].
