Can customs be foiled by tech 2 industrials (that can't be scanned by players) or double shrink-wrap?

If you're talking about smuggling contraband (eg drugs), then no. The NPC customs officers can see straight through double-shrink-wrap and into "unscannable" cargo holds. Noemie Belacqua 15:51, 10 December 2014 (CST)
