A Clear Icicle Belt is a Cosmic Anomaly, and can be found by using your onboard scanner. It can be mined with a properly fitted mining ship. A popular choice would be a Procurer or Skiff due to their resilience against ganking. A Clear Icicle Belt can only be found in one of the ice systems (see below for the full list of High Sec and Low Sec systems).
