Update (for Inferno)
The changes brought to the Merlin in Inferno (found [http://community.eveonline.com/updates/patchnotes.asp?newpatchlogID=72746 here]) have made it one of the best- if not ''the'' best- Tech 1 frigates in the game, especially for running Level I combat missions. Pilots may fit this ship to fulfill almost any need, whether it be a swift tackler, a shield tank or an above-average damage dealer. While it has a jack-of-all-trades quality to it, it can be modified to be on par with many of the other ships in its tier. The Merlin is commonly used by newer pilots because of the small amount of skill points required to fly it (as seen above).
With the changes in Inferno, the Merlin is now one of the better, if not the best, T1 frigate in the game. It now has 3 high slots with 3 damage-bonused turret hardpoints, allowing for exceptional damage at close range; while maintaining 4 mid slots which not only giving it great flexibility as a tackler but also the ability to fit a robust shield tank, complimented by a resistance bonus. Its speed is also decent; while not as fast as most Minmatar frigates, most commonly the Rifter, fitting an MWD/AB combined with a Nanofiber Internal Structure is enough for the Merlin to match any other ship in speed.
In short, the Merlin has a good combination of everything: speed. tank and damage, not to mention being a Caldari ship, which most new pilots will already have training for; these advantages make it one of the best frigates to PvP with, for old and new pilots alike.
