The Raven is primarily used in PVE, specifically mission running, due to its reliance on missiles for damage dealing. Missiles take time to reach their target, invalidating or handicapping their use in certain other roles.
A highly skilled Raven pilot with no implants, flying a pure T2 ship, can apply over 800 dps with T2 fury cruise missiles to battleship and battlecruiser targets while sporting a >500 EHP/sec active (omni-damage) tank for >3 minutes and still have an afterburner to move about the battlefield. But you won't need to even turn on your engines for many Level 4 missions with that kind of tank. Should you need more, you can replace the afterburner. Switching to T2 precision missiles, you can annihilate frigates through cruisers with a maximum of nearly 600 dps. The amount applied will of course depend on target signature radius and velocity.
Once you're raking in money on Level 4s and you want some bling, fitting a deadspace shield booster and some better adaptive invulnerability fields to your Caldari Navy Raven will give you a 1000 EHP/sec tank. At this point, your ship is one part target for suicide gankers and one part "L4 Mission Win Button".
