Most pirate systems are located in systems with [[low-sec|low security status ratings]] (0.1 - 0.4), and which are "choke points" along common traffic lines between trade hubs.  A good way to identify potential piracy systems is to open your [[Star Map|map]] (F10 key), then in your Map Control Panel go to Stars by Color / Statistics / and select "Ships destroyed in last hour". You will see if your destination waypoints go through systems that had recent pirate activities.
