Most tackle ships have to use their MWD to get in close and simply accept that their speed with drop dramatically when they get into close-range and the enemy's warp scrambler turns their MWD off, or they can use an afterburner which will stay on under scram but trade speed for it making it less likely to land the tackle in the first place.
