This was probably a glitch/bug. Sometimes the epic arcs will not give the intended standing rewards. | |||
You should submit a ticket to CCP in this case and in my experience they always fix that within a day or so. | |||

As of March 13th, 2016 the following Epic Arcs did not provide a State Faction standing reward:
- Caldari Epic Arc - Penumbra : Across The Line (Hyasyoda Mission path)
- Amarr Epic Arc - Right To Rule : The Right To Rule (The Old Guard path)
Comment:
This was probably a glitch/bug. Sometimes the epic arcs will not give the intended standing rewards.
You should submit a ticket to CCP in this case and in my experience they always fix that within a day or so.
This is also mentioned in the epic arc pages.
